Monroe Detention Center Overview

The Yolo County Sheriff's detention-facility page identifies Monroe Detention Center as the main inmate holding facility for Yolo County. The jail is operated by the Yolo County Sheriff's Office Detention Division and sits on the Woodland justice campus at 140A Tony Diaz Drive. Sheriff's materials say all Yolo County law-enforcement agencies bring arrestees to Monroe for booking, processing, and housing, so Monroe is the first local stop for many adults arrested in Woodland, Davis, West Sacramento, Winters, the UC Davis area, and the unincorporated communities served by the Sheriff.

The Sheriff's description places Monroe in the medium-to-maximum-security range and says it can house prisoners of virtually every security classification. That broad role matters for a Monroe Detention Center custody search. A person may be in intake after a fresh arrest, waiting for in-custody arraignment, serving a short county sentence, held on a warrant, or waiting for transport to another agency. The Sheriff's public pages also note a new booking area and a new medical and mental-health wing, both of which reflect Monroe's role as the central adult jail rather than a small holding room.

That source is useful because it separates Monroe's booking and high-security role from Leinberger's program-centered detention history.

Monroe Jail Capacity Records

The most specific sourced Monroe capacity figure located in the research is historical. A BSCC-hosted 2015 Yolo County Sheriff's Office needs assessment reported that the jail system had operated under a federal court population cap for several decades because of overcrowding. Under that cap, Monroe could hold 313 inmates, while Leinberger could hold 142, for a combined adult pretrial and sentenced cap of 455. The same planning material described a jail average daily population of 450 in 2013, with 275 pretrial inmates.

Those figures should not be read as a live head count. The Sheriff's public site did not publish a current daily population dashboard during the research pass, and later building work changed parts of the detention campus. For public-facing custody questions, the better current path is to verify a named person through Monroe Records, VINE, and the court portal rather than rely on an old capacity number. Locate Monroe Detention Inmates

Yolo County did not have a live official searchable jail roster located in the research. The Sheriff's "See Who's Been Booked in Jail?" path leads to the Booking Statistics page, where monthly pressboard PDFs are posted. Those PDFs are useful for recent Sheriff's arrests, but they are not a complete current-custody locator. They list fields such as name, arrest date, location of arrest, and charges. They do not show housing, release status, bail, court date, booking number, or mugshot.

Use a fallback chain when a current Monroe Detention Center custody answer is needed. The same person may move from booking to release, court, another county hold, CDCR, federal custody, or immigration custody. If the booking-statistics PDF does not answer the question, call Monroe Records at (530) 668-5245. For court dates and filed charges, use Yolo Superior Court's public portal. For custody notification, use VINELink or the California VINE phone number linked by the Sheriff. For state-prison transfers, use CDCR CIRIS; for federal or immigration custody, use the BOP locator or ICE ODLS instead.

1. Open the Sheriff's Booking Statistics page and check the most relevant monthly pressboard PDF for a recent arrest entry.
2. Call Monroe Detention Center at (530) 668-5245 when live custody, release, housing, visiting, or warrant status matters.
3. Check the Monroe lobby Press Board in person for the past week's Sheriff's arrest reports if an online PDF is too old.
4. Use the Yolo Superior Court portal for filed charges, case numbers, in-custody arraignment, warrants, and hearing dates.
5. Use CDCR CIRIS, BOP, or ICE only when the person is no longer in ordinary Yolo County jail custody.

Monroe Address and Records

Monroe's public records role is broader than the front door of the jail. The Sheriff's Detention Services page says the Records Section is located at Monroe, receives all incoming calls for the facility, and supports detention, patrol, transportation, court security, detectives, work programs, civil, boats, and coroner functions. Because detention is a 24-hour operation, records personnel also handle administrative phone lines after business hours, on weekends, and on holidays.

For copies of Sheriff's reports, the Crime Desk process is separate from a quick custody phone check. The Sheriff's Crime Desk page says requests must be written, should include the report number, date, location, incident type, and names, and may take up to 10 days unless the office says otherwise. The Records Section public counter at Monroe accepts report requests seven days a week from 7:00 a.m. to 10:00 p.m.; the Crime Desk responds Monday through Friday from 8:00 a.m. to 5:00 p.m.

Monroe Detention Visiting Rules

Monroe visits are scheduled through Monroe Records, not through a public online calendar found in the research. The Sheriff's visitation page lists non-contact in-person visiting and weekday video visiting. The visiting-rules PDF adds practical rules: arrive 30 minutes early, bring valid U.S. government photo ID or a passport, bring only one car key and ID, and expect late arrivals to be canceled. Visitors must pass a metal detector. Phones, purses, tobacco, lighters, gum, hats, sunglasses, short skirts, low-cut shirts, sleeveless garments, and see-through clothing are barred by the Sheriff's rules.

Family visits are more limited than the daily non-contact window. The Sheriff's PDF says inmates are allowed one half-hour visit per week with two visitors, and certain child visits count toward that weekly visit. Do not assume a visit is available just because a person appears in a pressboard PDF. Classification, housing, discipline, medical status, court transport, or release can change the visit status before the visitor reaches Woodland.

Monroe Mail and Commissary

Mail for a Monroe Detention Center inmate must use the full booking name. The Sheriff's mail policy requires a sender name and return address on the envelope, rejects gang monikers and nicknames, and treats legal mail under special handling by opening and inspecting it in the inmate's presence. Ordinary in-house inmate-to-inmate mail is not available, so correspondence between inmates must use USPS. Acceptable items can include reasonable photos, USPS money orders, and publisher-sent softbound publications, but the policy rejects currency, personal checks, stickers, stamps, Polaroids, hardbacks without approval, and obscene, gang, drug, or violent material.

The Sheriff's commissary page identifies Access Secure Deposits and Access Securepak as the public money and package channels. It lists phone deposits, internet deposits, and weekly package spending limits. Keep mail money orders distinct from online deposits, because the mail policy accepts only USPS money orders while the deposit page describes card-based Access Secure Deposits.

Monroe Booking and Court

Monroe is the county's intake point after arrest. The usual flow is arrest, transport to Monroe, records processing, booking, classification, housing review, medical or mental-health screening when needed, and then release, court, or continued detention. The booking-statistics PDF may show the arrest date and charge list, but it does not prove the person is still in custody. It also may not match the final court case, because the District Attorney decides what charges to file after law enforcement forwards the report.

Yolo Superior Court says in-custody arraignments are generally held Monday through Friday at 1:30 p.m. in Department 1 at 1000 Main Street in Woodland. The court also warns that most in-custody defendants are placed on the calendar the morning of court and may not appear on the public calendar. That is why Monroe Records and the court portal answer different questions. Monroe confirms custody and jail status; the court confirms filed charges, hearings, warrants, fines, and court minutes after a case is opened.

Monroe Programs and Transfers

Monroe is connected to programs, work release, and court transport, but not every program occurs in the same building. The Sheriff's programs page lists Phoenix House drug and alcohol treatment, parenting classes, anger management, GED and literacy support, survivor support groups, Bible study and clergy visits, Friends Care, AA/NA, and socialization groups for inmates with mental-health concerns. Some programs, including the In-Custody Day Reporting Center and Northern California Construction Training, are identified as Leinberger-only programs.

When custody leaves the county jail system, the lookup path changes. A person sentenced to state prison is searched through CDCR CIRIS after transfer. A person in federal prison is searched through the BOP locator. Immigration detention uses ICE ODLS. A person may also be listed in VINE for notification purposes while local custody is active.
