Leinberger Center Overview

Walter J. Leinberger Memorial Center is the second adult Sheriff's detention facility on the Woodland detention campus. The Sheriff's contact list labels it the Minimum Security Facility, Leinberger Center, and gives a separate facility phone. Older planning sources place the project at 2420 East Gibson Road. The facility is not a state prison, federal prison, or immigration detention center. People housed there remain within the Yolo County Sheriff's local jail system unless they are transferred elsewhere by court order or another agency.

The old Leinberger/Branch Center was built in 1992 and was originally planned as an unlocked Type IV facility for minimum-security inmates. The 2015 needs assessment described residential-style construction, dormitory wings around a shared dayroom, male and female areas, a central multipurpose dining and program space, outdoor recreation yards, and an administration and check-in area for inmates and out-of-custody offenders on electronic monitoring or home custody. That history explains why Leinberger is often discussed with programs and classification, while Monroe is discussed as the county's main booking and intake point.

Leinberger Capacity History

The strongest sourced numbers for Leinberger are historical and project-based. The BSCC-hosted 2015 Yolo County Sheriff's Office needs assessment reported that the old adult jail system operated under a federal court population cap. In that document, Monroe was capped at 313 inmates and Leinberger at 142, for a combined adult pretrial and sentenced cap of 455. The same needs assessment described a 2013 jail average daily population of 450 inmates and explained that overcrowding and classification limits drove the replacement planning.

State CEQAnet project material described the replacement Leinberger facility as a 31,400 square foot building with 150 medium-security beds, programming space, housing support space, and administrative offices. Because the Sheriff's public pages did not publish a live rated-capacity statement during the research pass, the safest way to use those numbers is as planning and construction context. For current custody, classification, or available beds, contact the Yolo County Sheriff's Office rather than treating old planning figures as live roster data.

Lookup Leinberger Jail Custody

No live official searchable Yolo County jail roster was located in the research. Leinberger custody should therefore be checked through the same Sheriff's custody chain used for Monroe, with extra care to confirm where the person is physically housed. The Booking Statistics page posts monthly Sheriff's pressboard PDFs, but those PDFs are not a full roster. They do not identify Leinberger housing, live release status, bail, booking number, or court dates.

Because Leinberger is part of the county jail system, do not start with CDCR CIRIS unless there is reason to believe the person has already been sentenced to state prison and transferred to CDCR. The Sheriff's visitation page lists non-contact in-person visiting seven days a week and video visiting on weekday evenings. Visitors must arrive early, bring valid government photo ID or a passport, and follow clothing and property limits. Late arrivals are canceled under the Sheriff's rules.

Leinberger's program role does not remove ordinary jail visiting restrictions. Classification, program attendance, court transport, medical status, discipline, or transfer can affect whether a visit occurs. Confirm the visit and location by phone before travel, especially when the booking was found only in a monthly pressboard PDF.

Leinberger Mail and Money

Mail and commissary rules for Leinberger are Sheriff's jail rules. Incoming mail is inspected daily and must carry the sender's name, return address, and the inmate's full booking name. The Sheriff's policy allows certain photos and publisher-sent softbound books or periodicals, but rejects items such as currency, personal checks, stickers, stamps, Polaroids, gang or obscene material, and many hardback books without approval. Legal mail is opened and inspected in the inmate's presence.

Leinberger Programs and Intake

Leinberger is not the primary street-arrest booking point. Research identifies Monroe as the county intake and booking facility for all Yolo County law-enforcement arrestees. Leinberger's distinct value is its program and lower-risk custody role. The Sheriff's programs page identifies two programs as Leinberger-only: the In-Custody Day Reporting Center and In-Custody Northern California Construction Training. The Day Reporting Center works on criminal thinking, anti-social values, computer skills, and financial skills, with classes that may continue at West Sacramento or Woodland campuses after release. Northern California Construction Training introduces people in custody to construction skills and may also continue in the community. Those details make Leinberger different from a generic jail wing.

Leinberger Construction History

The Sheriff's public page said the old facility had been demolished and a new building was under construction, scheduled for completion in December 2022. Because the public page was not a live status dashboard, current operational details should be verified with the Sheriff's Office.

The old building's deficiencies were unusually detailed in planning records. The needs assessment cited inadequate classification separation, compacted housing, lack of program space, construction defects, staff and inmate safety concerns, and limits on safely housing more restrictive classifications. It also described outdoor spaces that became harder to use because contraband risk and more restrictive custody classes reduced the value of areas that had once fit a minimum-security design.
